Beef Macaroni Casserole

2 cups macaroni
1 pound ground beef
1/2 cup chopped onion
1/2 cup chopped green pepper
1/2 cup chopped celery
1/2 cup grated cheddar cheese
Sugar
Salt and pepper to taste
1 small can mushrooms
2 small cans tomato sauce
1/2 cup milk

Cook macaroni; set aside to drain. Brown beef, onion, pepper and celery together. Arrange alternate layers of macaroni and beef mixture in baking dish. Add cheese, sugar, salt, pepper and mushrooms. Add tomato sauce and milk. Cover; bake at 400 degrees for 30 to 45 minutes.
