One Dish Meal Casserole

1 pound hamburger
1 tablespoon butter
2 cups sliced raw potatoes
1/2 cup chopped onion
1 cup sliced carrots
1/2 cup uncooked rice
1/4 cup chopped green pepper (optional)
2 cups tomatoes
1/2 teaspoon salt
1/4 teaspoon pepper
1 cup hot water


Brown hamburger in butter. Place a layer of meat in 2-quart casserole. Top with a layer of each vegetable and rice. Sprinkle with salt and pepper. Pour hot water over all. Cover. Bake at 325 degrees for 2 hours. Add more water if needed.
